I don’t fully understand the wording of your question but the bible states that anyone who deliberately harms one of God’s children by leading them astray will be dealt with so harshly that being drowned by having a millstone around their neck will be less severe that the punishment they WILL get.
If someone is converted to Christianity and then someone lures them away from that, the person will be dealt with in the severest of ways.

The verse states that anyone who blatantly misleads a child into sin will be punished even moreso than another.
A child here can also refer to someone who is young in the Lord

That means that when people offend the little ones who love Jesus…
That means they sexually abuse children when claiming to be a religious leader, or tell the children to go away & quite bothering Jesus, etc… That this makes Jesus mad when people prevent children from coming to Him. Jesus said that Children are an example of the Kingdom of God. And we must by like these Children if we want to enter the Kingdom of God.
It would be better if a millstone were wrapped around them & thrown into the see than what would happen if they would offend any one of these little ones. Earlier on, Jesus warned of hell fire for this offense. Do you know how many children are offended by a self righteous religious abuser who tells them Jesus doesn't want to be bothered with them? And they fall away? Or they are a religious leader & emotionally or physically abuse them when being a religious Priest or Pastor, etc…. These types of religious leaders aren't born again of the Spirit. If they were, then they would know that Father God was watching what they were doing in secret. So they are hypocrites.
It would be better if they had been wrapped with weights & thrown into the sea before they would do this.
