I understand that bow and neck ties are worn at different occasions and for specific purposes. What are they ?

I have a female student who wears a shoelace tied around her neck every day like a choker. Does anyone know if this stands for something or if this is a new trend that I do not know about?

It is really hard to explain, but it is small like a bow tie but it is straight instead. Can anyone help?
